If you're already in Cartagena just walk along the Calle de la Media Luna and check out the numerous hostals to get an impression of their offering. You'll notice that the 'value for money' differs heavily between the places, even though they're next to each other: For 50,000 pesos you can either stay in a really nice private double room or in a dodgy dorm.

Hotel La Muralla, Calle de Media Luna (Getsemani). Clean, the owners are nice, can be loud on the weekends, not really a tourist place, but one of the cheapest options! A room for a single person with bathroom and fan is 15,000 pesos, and with shared bathroom is 10,000 pesos. A double room with shared bathroom is 15,000 pesos. Make sure to get a room on the second floor, the first floor rooms are a little musty. �
Hotel La Espanola. Same price and style of hotel as La Muralla, but the rooms are a little stuffier and darker. �
