Punta Arena ia a relatively recent creation--it was first populated, as a city, by European immigrants in the late 19th century. It was a penal colony and many of its present-day taxi drivers still reflect the nature of the early criminals who were placed here. Early Punta Arenas was blessed with mud streets but with the coming of British influence some attempt at urban planning was introduced. This has made its city center (where most tourist accommodation is) vaguely similar to some European city centers. The city is compact and walkable, although the more than 11,000 loose dogs can be disturbing. You will only need transportation for lengthier trips outside the city. For these trips, you can ask for a cab (taxi) or a minivan (furgoneta). Most trips will not be more expensive than US$50.
