While Bintan has a small domestic airport, virtually all travelers arrive by boat from Singapore. Bintan Resort Ferries has 5-7 departures daily from Singapore's Tanah Merah Ferry Terminal to Bandar Bentan Telani at the western tip of the Resorts. It is worth obtaining USD10 (or SGD20) per person at the Tanah Merah ferry terminal before you leave the Singapore side. The trip takes 45 minutes and costs S$34.60/29.60 one-way return peak (F-Su), S$29.10/24.10 off-peak; note that it's often cheaper to buy a package tour with lodging included. Depending on your nationality, you may be able to obtain an Indonesian visa on arrival. ASEAN citizens get in free, citizens of most Western countries and other Asian countries like China and Korea have to pay. A standard visa will cost you USD10, and it is not uncommon to see a whole line of tourists obediently paying their dues at a designated counter before proceeding to immigration in the adjacent queue. USD and SGD currencies are accepted and they do not accept credit cards.
