Although poverty is common, Cebu is a relatively safe city compared to other parts of the Philippines and violent crime is unusual. The city is far from the Islamic insurgency in western Mindanao.
Your greatest concern should be pickpocketing which is common in downtown Cebu, near the Fuente Osmena circle or when riding jeepneys. As in other parts of the Philippines, do not attract attention with displays of wealth and secure your belongings.
Parts of downtown Cebu are unsafe at night, particularly along Colon and areas immediately to its north. If you're male and look remotely foreign or tourist-like, you'd likely be accosted by prostitutes and pimps once nightfall descends in those areas.
